How many scholars can work per land?

-For now, only 1 scholar can work per land, meaning there can only be 10,000 scholars on the lands.

In the future, this figure will change, potentially reaching up to 100 scholarship recipients per land. However, for now, it is necessary to monitor market behavior to determine the maximum number of scholarship recipients for each land.
